On a rainy day the atmosphere is saturated with water vapor. As a result, air cannot hold large amounts of water vapor. Winter air is dry. The air is waterless. This air wants to be saturated by absorbing water vapor quickly from the wet. As a result, wet clothes dry quickly in winter.
