The recitation of 'A-Uzubillah' on the eve of the recitation of the great book Al-Quran has been recognized by the Ummah as Sunnah. Apart from recitation, reciting Bismillah only is Sunnah , not auzubillah. Scholars of fiqh are of the opinion that it is sunnat to recite both at the time of recitation. However, one has to recite 'Bismillah' when the recitation is started after finishing one surah and before starting another surah except Surah Tawba. It is forbidden to recite Biramillah while reciting Surah Baraat / Tawba during the time of recitation. But if the beginning of the recitation is with repentance or barayat, then both Auzubillah and Bismillah should be recited. - (Fatwa-i-Alamgiri).
