Sounds like a soil near that tree needs to be tested......probably needs lime and old horse or cow manure in early spring right after the snow stops.....around March....ring the tree with it........for the fruit problem they need to use dormant oil when the leaves drop.....read the directions on the container as this oil smothers and bugs or eggs that they laid.......and spray again in the spring all the way up to the bud stage.......after that when the bud has opened....we only do the trunks.  If you do this when the buds are open you will harm the bees.....you need bees for good crops.
