Why is black gall on my prune tree a fungus if it harbors larvae and not the result of gall wasps?

in the fall when the leaves fall spry with dormant oil...........again in the spring up to when the buds are closed............as soon as they open I just spray the trunk because you don't want to hurt the bees population.  I believe your prune is a plum.
