they might be inch worms.......................spray the trunk with 2 tablespoons danw & 1 qt tap water..................spray around the tree.............I have seen people use wide sticky tape and turn it backward to meet and the worms get on it and get stuck.  In the fall when all the leaves go off use dormant oil............and again start in the spring........follow directions for that tree and spray around the ground.
