I'm thinking about getting a cockatiel. I'd like to train it to talk. Is it easier to train male or female birds or does it not really matter what sex you get?

Gender is usually not important. You'll find the same number of people who believe a female is easier to train and the same number who prefer a male. A hand-raised bird is the easiest to train whether male or female.
