I am waiting for a piece of Registered Mail that was sent from Ireland and arrived at ISC New York on July 17, 2010. The people I have spoken with are unclear as to the process once mail arrives (i.e., when the mail is in customs, released, etc.). I have been unable to speak with someone who can speak authoritatively about the mail handling process.
