answer:No, it’s because of a change in demographics. There’s not a bulge in population for peopelin the age groups that populate gangs. As groups age, they stop being involved with gangs for one of three reasons: 1. They’re in prison 2. They’re killed or seriously injured 3. They grow up and realize they can’t keep at it with the young turks rising up in the gang while they are looking for a more stable life.
