I think both are true. When dealing with people casually in passing, how they treat others is a reflection on them; but as a relationship is built with repeated interactions, we can teach others what treatments we will or will not tolerate from them. I used to be a doormat, but now I know how to express that someone has disrespected me and to draw the line and cut them out of my life if needed.
