It can, but more typically, it does not. Usually, if there is a related headache, it is in the occipital area (at the back of the head near the neck), but it may be totally unrelated. Both high blood pressure and persistent or severe headaches should be evaluated by a physician. Sudden severe headaches need urgent evaluation and usually are caused by something other than high blood pressure, but it is not impossible for that to be the cause.
