Augustus decided to set limits to the empire, using defined anddefensible borders (eg the Rhine and Danube Rivers). and coming toterms with neighbouring states where there there was no suchborder. Within these borders he engaged with peoples and tribes,bringing them to be part of the empire and sharing its security andprosperity..Hence the term Pax Romana - Roman peace.He also promoted social harmony, avoided acting like a king(knowing what happened to Julius Caesar), exercising control in thebackground, calling himself First Citizen, and sharing power withthe Senate. His object was to promote the well-being of the empire,and security and prosperity were the foundations of that.
