yes, I think so, if you look at countries like Bangladesh, India, Pakistan they all are underdeveloped countries and having high rate of birth so these countries are unable to provide basic things to the all citizen, therefore most of the people of these country suffer from disease and hunger. So I think birth rate should be diminish.
