Some breeds are louder and more "cunning", others less so. Breeds that are used primarily for guarding are naturally more bitten. Dachshund is a hunting breed that is not unreasonably loud. Unnecessary barking could frustrate waiting for a sitting, a shuffle, etc. Conversely, volume ("issuance") is valued in game tracing and burrowing. I assume your dachshund is not hunting and is more of a companion. Apparently it is well socialized, it is not dominant as some dachshunds are and it is rather calmer. I wouldn't make it a problem, if he has a different voice (whining, etc.) so he probably doesn't lack vocal cords or voices. Another owner of a house dog would rather evaluate it positively. What would I pay for it if my residential terriers didn't scream at every unknown movement or sound in front of the house! : *
