Mahatma Gandhi The second session (September–December 1931) was attended by Mahatma Gandhi as the Congress representative. It neglected to agree, either constitutionally or on communal representation. The Government neglected to yield the fundamental Indian interest of opportunity and Gandhi got back to India on December 28, 1931, and chose to continue the civil disobedience movement.
