Answer :

It could be rootbound.Try to put your finger down in the soil about  2nd knuckle.If it is difficult I would consider repotting.If not,try replacing some of the top soil with new soil,check your P.H. of soil and make sure it is level for citrus.Citrus plants need bright sunlight to grow so if in a dark place try moving it to sunlight.
