When should I transplant a butterfly bush?

I like to do it when the plant is blooming, not in the winter when it is dormant.  Just dig a large root ball and transplant into an even larger hole.  Make sure the plant is not planted any lower in the ground then it currently sits.  That will just cause it to rot.  If anything plant it a little high-maybe an inch or two.  Tamp it down and water it so it settles.
