Answer :

I don't know where you are located to give yo a precise answer.  I'm in Northern California and it is 80+ degrees and has been for weeks now.  My Rose of Sharon has no buds yet.  My butterfly bush is in it's second flush of flowers. Cut a branch six inches from the end and see if there is a green cambium layer just under the bark.  That would mean it's alive.  Otherwise you have my condolences.
