Sounds like something might be chewing the roots..........Are you seeing anying 2 bodies ants around there...........if so these are termites.  You might need to have someone dig it up entirely because it is so close to the lake.  Any chemicals used could effect the quality of the lake water which could effect the wildlife & fish & plants.
