answer:Congress passed the law. Several different agencies are responsible for its implementation. The Administration never decided they “do not like this particular provision of the law.” They realized that they were not sufficiently prepared for its implementation, and have delayed for a year to have the necessary agencies up to speed and with the proper information (rules and regulations, procedures) in place to implement. They are still encouraging employers to start now and not wait until the last minute.
