Nicotine is not harmful (or its health hazard is low), combustion products are harmful - and they contain almost the same (except for tar) as "cigarettes" (but also the amount of tar is - relative to the amount of nicotine, higher). So - to get the "required dose of nicotine", you absorb a lot more from "light cigarettes".
