It depends on what you want to deal with and what to do, because the most suitable breeds are derived from this. Different breeds of sheep are suitable for different conditions, some of which prosper only in certain areas. Breeds other than meat or dairy breeds are suitable .... In any case, I would start with the conditions in which you intend to breed sheep. Accordingly, I would choose suitable breeds and from these breeds I would choose a breed that would suit the planned purpose (milk production and cheese production, sheep for slaughter, etc.). And last but not least, you need to buy a quality basic herd, preferably already rated, ie breeders approved for breeding. When there is not much experience, it does not pay to save on quality. Such sheep are already marked, you basically just have to complete the registration of the farm, but these are hundred-crown issues.
