The good news is YES! It will come back as long as the root stock wasn't damaged, & that is very hard to do. It is better if there were a few leaves to gather energy from the sun, but it sounds like you've had it long enough that the roots will be able to carry the load as it comes back. We have rhubarb that we brought back to UT from my wife's yard where she grew up in North Dakota. It supplies the neighborhood most of the summer. I've also given several people a root to start their own. It is the gift that just keeps on giving. Not only that, when I was just about ready to start giving it out this year, I had people ask me if my rhubarb was growing at all. I assured them it was because I had lots of 3' long stalks that were just the right size. Just be patient & it should come back for all those strawberry/rhubarb pies & crisps that go so good with vanilla ice cream.
