Answer :

It sounds like something is skeletonizing the leaves.  It could be a mite and therefore so tiny it is hard to see.  Until you know what is causing this you can hose off the leaves-tops and undersides.  Take a leaf that looks like this to the county extension office or a full service nursery to get a diagnosis and treat accordingly.
