answer:The very BEST way to improve prisons and prison systems, is to reduce the number of people who keep getting sent to them. “Create” better citizens (by “creating” better parents and kids) and everntually, the only ones who will end up in them, are those who are too insane to be free. Yes, I realize I am being too simplistic, but right now, we have more people incarcerated in our jails and prisons, than the entire population of Houston, Texas (1,900,000).
