In reality, the government is not doing very much.Under federal law, marijuana is still illegal, thus agencieslike the FBI, ATF, and DEA could make marijuana arrests; however,the federal agencies feel as if they have more important tasks athand. They may target traffickers, but marijuana users andstreet-level dealers don't have much to worry about.Many state and local governments have either decriminalized orlegalized the personal use of marijuana. The one's who haven'tstill tend to spend their resources elsewhere.Marijuana is used quite frequently, and it's fair to say thatmany of the agencies who combat it are giving up. Manyofficers/agents can spend their time preventing worse crimes, anddo not feel the need to put individuals in jail for such anoffense.
