Loss of driver's license

Hello. I lost all my documents in August of this year. I went to the police to block my ID card and issue a replacement, which was valid until October 11, 2015. Since I fell ill with mononucleosis on September 21, 2015 and was in the hospital until November 20, 2015, we never had to go to the municipal authority for a new card. I was there today, where the settlement of the citizen went well, but since I have the temporary but expired replacement card from the police, they did not issue me a new one. The lady said she could not issue me another valid one. And the problem on the driver's license ..... without a valid ID card, or at least a temporary one, but a valid one, they won't issue me a replacement document or make a new driver's license. And I don't have a passport. I want to ask for advice on what to do, because I drive through work, I drive on quite long routes and I really don't want to pay a fine at every check. Isn't it possible to do something with the police, some stamp that I own a driver's license, or something? Thank you very much for your answer
