Unable to connect to pc

I have a samsung a3 2016 and when connected with a usb cable from the charger to the pc, the phone just charges. You can't drag photos and videos from your phone to your PC at all.

The manual says: Connecting the device to a computer for data transfer: ----------------------------------- ------------------------ 1- Connect the device to the computer with a USB cable. 2- Open the notifications panel and tap Transfer media files via USB → Transfer media files. If your computer does not support Media Transfer Protocol (MTP), click Image Transfer. 3- Click ENABLE to allow the computer to access the device data. When the computer recognizes the device, the device appears in the My Computer option. 4- Move files between the device and the computer.
