How deep the base at the wall is 50cm and what is a suitable fence?

Hello, we plan to build a fence, under which a wall 50-60 cm high must be made. The land is laid under the terrain and a gap of 50 cm has entered. Above the land is grass 2.5 m wide from the boundary of the land, then there is a road. A car passes by here and there. If the wall was made of ornamental slopes or just lost formwork, how big / deep must the foundation be? Above the wall there will be a fence about 180 cm high, through which the land should not be visible. The length of the fence is 17 m and 8 m. I do not know if it is better to choose a wire fence + fabric + or a hedge. Or gabion? The concrete panels will probably be too heavy for this place. Thank you for the advice. Nice day.
