The substances in which electrons can move freely are called conductive. Again, substances through which electrons cannot move freely are called non-conductive. Non-conductive substances that are polarized when placed in an electric field are called di-electric or ultraviolet materials. But not all non-conductive substances exhibit polarization. So not all die-electric non-conductive but not all non-conductive die-electric.
