As for the decking you should span the floorboards across the joist and install the floor, it is not necessary but it is highly recommended to install handrails to ensure maximum safety for your users. Once the deck is complete, the only thing left would be the finishing touches such as the paint, the staining, and laying out the deck furniture and sitting back to enjoy your new creation.
