There are a ton of stray cats in my neighborhood. I've read about TNR. How do I go about getting it started?

That's a very worthy undertaking. The No Kill Advocacy has a website that tells you how to go about getting a TNR program started. You can enlist the aid of friends and relatives to help as well.Check with local shelters  and vets about low cost spay/neuter and if they do any at no cost.
