Why does no one talk about cutting the military budget to pay for social welfare programs?

Actually, the USA has a bigger military budget than all other countries in the world combined. So I am with you, even though I’m not American. For all I am concerned we all cut a few (or much more, why not) percentages of our budgets, and improve sectors that need it. Welfare, health, refugees, environment, to name a few.
