Answer :

If a person has a debt which he needs all his resources to repay , then Hajj is not obligatory on him. Because Allah has made Hajj obligatory only on the able-bodied people. He said : وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنْ اسْتَطَاعَ إِلَيْهِ سَبِيلًا " The right of God over man is that those who are able to come to this house will perform his Hajj." (Surat al-Imran: 97) So the person who is in debt is not able. Therefore, first he will repay the loan and then if possible perform Hajj. But if the debt is less and there is an equivalent cost of returning to Hajj after paying off the debt , then Hajj will be performed. Hajj is obligatory or voluntary. But there should be no delay in performing the obligatory Hajj . And Nafl Hajj is subject to will. If the mind wants to do, the mind will not do , there will be no sin.
