Answer :

Air conditions that are outside on the ground need a breathing space..........I wouldl ask the air condition person when it is off season how much space it must have to function properly.......leaves can blow into the fins and cause a lot of problems.   I am also thinking that maybe raising the cement block up several more inches and he might be able to put a hose on the output  and run it down and away from that area.
