Insulators have its own dielectric property.
Dielectric strength depends on voltage. If high voltage appears in transmission line an dielectric breakdown is happens.
For e.g. Transformer oil has dielectric strength if voltage is increased at this instant a spark will be produced it indicates dielectric breakdown.
