After how many layers of paint to scratch the wall.

How many times do you paint the walls at home before you scrape it? We have been doing about 16 coats for several decades. So I don't know if we should scratch the previous ones first. Nothing is peeling anywhere yet, but I guess I'd like to take it off, right?
