Unavailable number, constantly busy

Hello, I have a question. My friend's phone keeps reporting my busy tone. Whenever I want to call, there is immediately only this tone. If I try to call from another number, the called party will not be available. Is it a blockage or a frozen phone? Thank you for your answer. F.
