Alhamdulillah. One: Helping the needy , giving alms to the poor and needy are among the good deeds and acts of worship. Allaah says (interpretation of the meaning ) : “Those who spend their wealth by night and by day , secretly and openly, their reward is with their ****. And they have nothing to fear , nor shall they grieve.” When it increases, it becomes more desirable to do charity. Since the main purpose of issuing charity is to alleviate the shortage and to cover the places of shame. It is narrated on the authority of 'Umar bin Khattab (R) that the Prophet (peace and blessings of Allaah be upon him ) said: Al-Mujam At-Tabarani (5/202) , Albani has called the hadith Hasan in Sahihut Targib (2090). ] We will say: that class of people is in dire need. Because each of these classes has the characteristic of eating zakat. Of these, the class which is most in need is more suitable for receiving Zakat. Usually the needs of the poor and the needy are acute. So Allah first mentions them and says: "Sadaqah is only for the poor , the needy and the employees engaged in the collection of sadaqa, for those whose hearts are to be attracted , for the emancipation of slaves, for the debtors , for the way of Allah and for the travelers. It is ordained by Allah." Allah is the All- Knowing , the All-Wise. " Rather, they have different strata: The scholars of the Maliki school have mentioned that it is mustahab for the one who pays zakat to give preference to the helpless person over other people, such as giving him more than the other class of people. " [ Finished ] Or if he becomes crippled due to misfortune, then it is obligatory to pay Zakat to him. Allaah says (interpretation of the meaning): “(The aforesaid charity) is due to those poor (poor) people who are bound in the way of Allaah in such a way that they cannot roam the country ; And whatever wealth you spend , surely Allah is All-Aware of it. "[Surat al-Baqara , Ayat: 273] Allah has established their right to the property of the Muslims. "[Ad-Durrul Mansur (2/69)] If it appears to you that one of the beggars is more needy than the other, then that person is more suitable to receive charity. If the amount you want to donate is enough to meet the needs of two beggars, then divide it between the two. If only one needs to be met then you have no problem giving to either one and try to give it to the other in secret ; So that he does not feel remorse or violence. Sheikh bin Baz (R) was asked: If anyone wants to distribute a small amount of zakat goods like 200 riyals ; In that case it is better to give to a needy family ; Or is it better to give to more than one needy family ? In reply he said: "If the zakat is small then it is proper and better to give it to a needy family. Since the benefit is reduced by sharing a small amount of wealth." [End] [Fatawa bin Baz (14/317)]
