Alhamdulillah. It is permissible to give zakat to bankrupt people ; Whether they are captives or not. As Allaah says (interpretation of the meaning): “Zakat is only for the poor , the needy , the zakat collectors , those who need attention , the slaves , the debtors , those who are in the way of Allaah and the travelers. This is the decree of Allah. And Allah is All - Knowing , All - Wise . With which he can repay his debt. Even if he takes a loan for haraam work, it can be given ; if he repents. Muntahal Iradat (1/456) says : (Legal) work (or) take a loan for yourself (haram) work ; However, if the person who has (repented) from it is due to debt (bankruptcy). As Allah says: Debtor , [ Surah Tawba , verse: 60] [End] Fatawal Lajnad Daima (9/445) says : Who is Hakkil Khas (a prisoner release agency for private rights) ? In the case of a welfare fund, it is known that the people in charge of the organization spend the resources that come to them in the areas of Shariah-supported zakat or in some other zakat sectors , such as fakirs and poor . It is also known in the sector that they can be assured of their trustworthiness , fidelity , piety and well-being and their distribution can be trusted - then there is no difficulty in giving them zakat wealth so that they can distribute it to the Shariah-supported sector according to their knowledge. As for the prisoners of private rights , Allah Himself has described the sectors of distribution of zakat. He said : For those who are in the way of Allah and for the wayfarers. This is the decree of Allah. Allah is All-Knowing , All- Wise. "[Surat at-Tawba , verse: 60] He also mentions the debtors in the zakat distribution sector. Debtors can be of two classes. He has been able to put out the fire of fitna, and in doing so he has fallen into some financial obligation . Class II: A person who has taken out a loan for the sake of his halal work, such as a person who has taken out a loan to cover his own maintenance expenses and the subsistence expenses of his subordinates, or has incurred some financial liability on him ; Zakat can be paid to pay off his debt.
